This post is about the term "Transaction" and how that relates to P2654, P1687.1, 1687, and 1149.1-2013. There may be qualifying adjectives also discussed. Compare to "Transform" as there are transformations between transactions and events.

From IEEE P1687.1:
Transaction: (on a device interface or an access interface) the protocol at the pins of the device which become the operations on the ScanInterface

Transaction: an atomic (lowest-level) action with respect to an interface which implements a step in a test. Contrast with operation, which applies to objects within a domain, whereas transactions apply to events which happen at interfaces.
